Seems to me the onus should be on the shoeless-inclined person, i.e., buy booties. But I do have a Korean-American friend who tells about going home with an American friend one day, as a child, and noticing just in the nick of time that nobody was taking off their shoes on entering. "Oh!" she realized, "they wear their outside shoes inside!" So she left her outside shoes on and avoided embarrassment. There is some cultural wisdom here.
